Healthcare access as a prolonged temporary solution

Medical care for people without health insurance: Before the "Couverture universelle des soins de santé" (CUSS) can be given a legal basis, Minister Deprez wants to have an audit carried out. 300 people currently benefit from it - the need is likely to be much greater.

People also fall through the social security net in Luxembourg. The aim of a pilot project initiated in 2022 was to catch them and give them access to dentists, general practitioners and therapies. However, it will be some time before the programme, known as the "Couverture universelle des soins de santé" (CUSS), can be generalised and given a legal basis.

Last Tuesday, Health and Social Security Minister Martine Deprez (CSV) replied to Marc Baum (déi Lénk) during parliamentary question time in plenary to plan a "small audit" to identify the strengths and weaknesses of the CUSS as well as possible hurdles with regard to the possible creation of a legal basis. Even though the specifications are still being drawn up, the results should be available by the end of the year. Prior to this, the ministry had spoken to the implicated associations. The feedback is "unanimously" the same: the system as it works today is not satisfactory.

This is not surprising. The previous three-party coalition had already carried out a somewhat delayed evaluation of the pilot project launched in May 2022 in 2023. Independently of this, Journal 2023 gained an insight into the organisation's work at Médecins du Monde (MDM) and contacted the other stakeholders involved in the pilot project. And found that the many requirements and the procedural effort were causing headaches for the organisations.
