Pepper spray is illegal in Luxembourg, while other European countries regard it as a self-defence weapon. We seek to explore what has led consecutive governments to this conclusion, and, in the process, find out more about weapons in Luxembourg.

While scrolling major online retailers, you can easily get the impression that pepper spray is a widely available and legal item in Europe. Long-distance sprays, cloud sprays, pepper spray pistols, sprays disguised as items such as pens. However, Luxembourg bans all sizes and varieties of pepper spray, no matter your intended use or reason to carry it. According to the 1983 firearms law, the possession, transport or sale of pepper spray can be punished with a fine of up to €250,000, and a prison sentence up to five years.
